EFCC Nabs Ex-Kaduna Contractor Over ₦30 Billion Fraud, Fake Contracts
The Economic and Financial Crimes Commission (EFCC) has arrested Bashir Bello Ibrahim, the CEO of Formal Act Legacy Limited and a former contractor with the Kaduna State Government, over his alleged involvement in a ₦30 billion fraud scheme. Ibrahim is accused of orchestrating fake contracts, impersonating government bodies, and distributing counterfeit or expired medical supplies.
The EFCC, via a statement on its official X (formerly Twitter) handle, confirmed the arrest was carried out by its Kaduna Zonal Directorate following more than 251 petitions from victims. The complaints centered on allegations of impersonation, breach of trust, and massive fraud.
Despite the official termination of his contract with the Kaduna State Government in October 2023, Ibrahim allegedly continued to pose as a consultant for all 23 local government areas. He also falsely claimed partnerships with the United Charity Foundation and the SDG Office.

He is said to have misrepresented a revoked 2020 Memorandum of Understanding (MoU) as valid and used it to dupe contractors. By awarding non-existent contracts, he allegedly tricked them into supplying construction materials, hospital equipment, pharmaceuticals, and other health-related items—none of which were disclosed to the relevant local authorities. The EFCC claims that Ibrahim went as far as selling some of these supplies for personal gain without paying the suppliers.
Upon his arrest, operatives recovered a variety of assets, including Toyota Hilux vans, ambulances, buses, dispatch motorcycles, generators, and a stockpile of medicines and equipment. However, many of the medical supplies were discovered to be expired, fake, or poorly stored.
NAFDAC’s Federal Task Force and the Kaduna State Ministry of Health are currently examining the recovered items. Umar Ahmad Suleiman of NAFDAC confirmed that many of the drugs were either unregistered, expired, or outright counterfeit. A government pharmacist, Abubakar Isa Balarabe, condemned the storage conditions as entirely unfit for medical use.
Further investigations revealed that Ibrahim allegedly used proxies to issue fraudulent contract letters, altered terms without permission, and continuously violated the revoked MoU to deceive more victims.
The EFCC stated that formal charges will be filed once investigations are concluded.
