ICC Slams U.S. Sanctions on Judges Over Netanyahu, Gaza War Crimes Probe As a Threat to Global Justice
The International Criminal Court (ICC) has fiercely criticized the United States for sanctioning four of its judges, calling it a deliberate attempt to weaken the court’s independence and intimidate those pursuing justice.
On Thursday, U.S. Secretary of State Marco Rubio announced sanctions against judges Solomy Balungi Bossa (Uganda), Luz del Carmen Ibáñez Carranza (Peru), Reine Adelaide Sophie Alapini-Gansou (Benin), and Beti Hohler (Slovenia). Two of the judges were involved in authorizing arrest warrants for Israeli Prime Minister Benjamin Netanyahu and former Defence Minister Yoav Gallant, while the other two were linked to approving a probe into alleged U.S. war crimes in Afghanistan.
The ICC issued a strong response, condemning the move as harmful to victims of atrocities and a threat to international justice. “These measures are a clear attempt to undermine the independence of an international judicial institution,” the court said, warning that such actions embolden those who commit crimes believing they will never be held accountable.

The court emphasized that the sanctions don’t just affect the named judges but also send a chilling message to supporters of the ICC, including state parties, their citizens, and affiliated organizations. “They are aimed against innocent victims in all Situations before the Court, as well as the rule of law, peace, and security,” the ICC added.
Despite the pressure, the ICC vowed to continue its mission “undeterred,” pledging to uphold justice for victims of genocide, war crimes, crimes against humanity, and aggression in accordance with the Rome Statute.
Rubio defended the sanctions, accusing the court of political bias and illegitimate overreach. “As ICC judges, these four individuals have actively engaged in the ICC’s illegitimate and baseless actions targeting America or our close ally, Israel,” he said. He claimed the court’s pursuit of U.S. and Israeli figures violated national sovereignty and posed a threat to international security.
These latest sanctions come after the U.S. had already targeted the ICC’s chief prosecutor, Karim Khan, for issuing the arrest warrants against Netanyahu and Gallant, who are accused of war crimes linked to the Israeli military operation in Gaza.
