ICMC launches Volunteer Mediation Scheme: Full Text of President Agada Elachi’s Speech [PHOTOS]
The President of the Institute of Chartered Mediators and Conciliators (ICMC), Dr. Agada Elachi, on Friday 11th June, 2021 said that the Volunteer Mediator Scheme (VMS) of the Institute is aimed at offering a platform for “speedy and at no cost resolution of small claims disputes for the business community, as well as matters bordering on domestic disputes and interpersonal conflicts.”
Mr. Agada made this known at the launch of the scheme which held at the Dele Oye Hall of ACCI Convention Centre, Abuja.
The President as a mark of his commitment to the success of the VMS, promised to attend the launch of the scheme in all the branches of the institution in person, should they be ready.

PRESIDENT’S SPEECH AT THE ICMC ABUJA BRANCH LAUNCH OF THE VOLUNTEER MEDIATOR SCHEME (VMS) ON THE 11 DAY OF JUNE, 2021 AT THE DELE OYE HALL ACCI CONVENTION CENTRE ABUJA
I bring you warm felicitations from the Governing Council of the Institute of Chartered Mediators and Conciliators (ICMC) and the entire members. I feel very honoured and privileged to be the Chief Host for this auspicious and epoch making event.
I congratulate the Executive Committee of ICMC Abuja led by Ms. Rosemary Chikwendu and the entire members of the branch for the launch of the Volunteer Mediator Scheme (VMS). Abuja has as always demonstrated her capacity to be a pioneer, this being the first branch to operationalize the scheme.
ICMC has acquired the reputation for being the foremost professional body of Mediation Practitioners in Nigeria. It has for more than 2 decades trained and certified prospective candidates, and encouraged organizations and institutions to adopt Mediation and Conciliation as primary mechanisms for addressing disputes.
The Institute is recognized as the platform for the delivery of quality training and regulation of the practice of mediation and conciliation in Nigeria providing the basis for the incorporation of mediation and other ADR practices as preferred dispute resolution approaches in institutions and communities within and without Nigeria.
The Executive Committee under my leadership set out with the mandate of seeking to standardize and promote effective practice of Mediation in Nigeria. To fulfil this mandate, the Institute launched its five -year strategic action plan on the 29th day of April, 2021. This plan will guide the affairs of the Institute in the years to come. Already the SAP implementation committee headed by the Registrar is at work to ensure the gains of the SAP are realized.
Furthermore, as part of the mandate to standardize practice and expand the frontiers of the practice of mediation in Nigeria and Africa, the Volunteer Mediator Scheme (VMS) has been designed to avail our members practice opportunity.
The scheme will offer a platform for the speedy and at no cost resolution of small claims disputes for the business community, as well as matters bordering on domestic disputes and interpersonal conflicts. We call on development partners and relevant stakeholders to support this initiative. We are available to discuss the modalities for such support.
The scheme will also be a vehicle for delivery corporate social responsibility by the Institute to a Nigerian society. which is at this time greatly fragmented by conflict and disagreements. It is hoped that members of the public particularly the indigent will utilize the scheme. This measure we believe, will promote access to justice.
To ensure that this scheme succeeds the Volunteer Mediator Scheme (VMS) Committee headed by past president Dr. Brown Ogbcifun was inaugurated in May 2021. It is a testament to their hard work that we are here this morning to move the scheme off the drawing board. I thank him and all members of the committee for this remarkable achievement.
The Committee’s mandate is to develop the framework for the operation of the Scheme, and it will be responsible for the implementation of the Scheme across the country in conjunction with Branch representatives. The plan is to launch this scheme at all 21 branches of 1CMC nationwide.
As a mark of my commitment to the success of the scheme. I place on record my promise to all branches that I will attend the launch in person once each branch is ready to do so. The ball is now in your court. The VMS implementation committee is on hand to assist you.
The scheme among other benefits will provide our members especially wung mcdiators with the opportunity to practice and horn their skills and deploy same for the benefit of the less endowed of society. Members Are encouraged to apply through the leadership of the branch to participate in the scheme.
It is worthy of note that the planned ICMC composition of neutrals will be drawn from this exercise. To this end, we have inaugurated the neutral selection committee headed by my predecessor in office, Chief Emeka Obegolu to drive the neutral selection process.
Members who participate in the scheme and can demonstrate competence and proficiency will be encouraged to apply to the committee to be listed as neutrals. The list of neutrals when compiled will be available on our website and shared with other stakeholders. This is all geared towards ensuring standardization and quality control.
It is my hope that the launch of the volunteer Mediation Scheme will not only be a success at Abuja branch but will also be a success in other branches. It is intended that members of the Institute will be able to render their services in assisting the justice delivery system and the society at large, thereby contributing meaningfully to the peaceful co-existence of various actors in the society.
Once again. I say congratulation to the ICMC Abuja Branch. I also congratulate the VMS committee and all members of the Institute. This is a watershed moment in the life of our great Institute.
