Lagos Civil Servant Convicted for Fraudulently Collecting ₦3.49m in Double Salaries from SUBEB and LCDA

The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has secured the conviction of Mr. Emmanuel Ogunyemi, a Lagos State civil servant, for unlawfully receiving double salaries in breach of anti-corruption laws.

Following a thorough investigation, the ICPC uncovered that Ogunyemi was simultaneously drawing salaries from two government bodies—the Lagos State Universal Basic Education Board (SUBEB) and the Agbado Oke-Odo Local Council Development Area (LCDA). This illegal act resulted in an unlawful accumulation of ₦3,491,874.90.

Ogunyemi was charged with eight counts of corrupt practices under Section 19 of the Corrupt Practices and Other Related Offences Act 2000 at the Lagos State High Court, Ikeja (Charge No: ID/25541C/2024). However, through a plea bargain agreement, the charges were amended to three counts, to which Ogunyemi pleaded guilty.

Under the plea deal, he avoided jail time but was sentenced to pay a fine of ₦1,500,000 and perform three days of community service under the supervision of the Lagos State Ministry of Justice’s Community Service Officers. Additionally, Ogunyemi was required to execute a ₦5,000,000 good behaviour bond, forfeitable upon any future misconduct.

Prior to court proceedings, Ogunyemi voluntarily refunded the entire ₦3,491,874.90, which was declared proceeds of crime and forfeited to the Federal Government by court order.

At his arraignment before Hon. Justice Ijelu of the Ikeja High Court, Ogunyemi admitted guilt and was formally convicted. The court emphasized non-custodial sanctions, highlighting the ICPC’s preference for restorative justice when offenders take responsibility.

Ogunyemi also submitted a written undertaking promising to uphold lawful conduct moving forward.

The ICPC prosecution was led by Mrs. Yvonne William-Mbata, with support from Mrs. Roseline Eze and Mrs. Oluwayemisi Pereira, while Mr. Kehinde Adeleke represented the defendant.

This conviction reinforces the ICPC’s steadfast dedication to promoting integrity in public service and holding officials accountable, said Demola Bakare, Director of Public Enlightenment and Education and the Commission’s spokesperson.
