Rivers State Administrator Ibas Orders LGAs to Submit Development Plans in 2 Weeks Ahead of N1.48tr Budget Rollout

Rivers State Administrator, Vice-Admiral Ibok-Ete Ibas (retd), has issued a two-week deadline to all 23 local government area (LGA) administrators to submit detailed developmental plans for their communities.

This directive follows the submission of a N1.48 trillion Appropriation Bill by President Bola Ahmed Tinubu to the National Assembly, aimed at boosting critical sectors in the state—particularly infrastructure, education, health, and agriculture. The budget proposal allocates N324 billion to infrastructure, N166 billion to education, and N75 billion to agriculture and social welfare.

Speaking at the conclusion of a four-day transformational leadership training in Port Harcourt—organized in partnership with the National Institute for Policy and Strategic Studies (NIPSS)—Ibas emphasized the importance of translating training into action at the grassroots level. The workshop brought together permanent secretaries, senior ministry officials, and LGA administrators.

“To truly make an impact, careful planning, budgeting, and evaluation are key,” Ibas said. “I’m instructing each of you to develop strategic, community-specific action plans and submit them within two weeks for approval.”

He also empowered the Auditor-General to rigorously track how LG funds are used, insisting every kobo must deliver value to the people of Rivers State.

“Public service is a calling,” he added. “It requires vision, integrity, and discipline. We must act not for applause, but for legacy—building a better tomorrow for our people.”

Ibas also addressed the poor state of the Rivers State Secretariat, describing conditions such as erratic electricity, broken elevators, and a lack of basic tools as unacceptable. He pledged phased rehabilitation of the secretariat and other public infrastructure to improve worker morale and productivity.

He concluded by reaffirming his administration’s commitment to fostering a better work environment and strengthening public service delivery across the state.
